This research aims to see the effect of transformational leadership on performance organization in office Border Management Department Regional Secretariat Karimun Regency mediated by Inovasi. study is a quantitative that uses sample 60 respondents. Data analysis using Structural Equation Modeling (SEM) with Smart PLS 2.0 software. The results showed that: (1) Innovation has positive and significant Regency, seen from value t values 2,589 greater than standard set at 1.96, (2) Transformational Leadership 38,004, (3) Office Section 13,525, (4) District 40,493
